Johnson County, Kansas Strategic Facilities Master Plan

2008 Update

In the fall of 2001 the County began the development of a new Strategic Facilities Master Plan in order to address ongoing facilities needs, and to plan for orderly and informed responses to needs expected in the future. The process of developing the Plan (and the information supporting it) was a series of cumulative steps, which arrive at rational, supportable conclusions. The Mission Statement of the Plan is as follows:

The Strategic Facilities Master Plan process will comprehensively evaluate the strategic objectives of Johnson County, resulting in a rational facilities planning tool that informs the organization, provides a framework for sound decision making, and enables the County to effectively anticipate, respond to and manage change." 

Johnson County Government is a dynamic, innovative and adaptive organization that requires a Strategic Facilities Master Plan that is equally creative, flexible and visionary. Business process's change far more rapidly than bricks and mortar, so every effort must be made to regularly assess current and future needs to assure that facilities solutions are accurate, timely and in the best interest of the taxpayers. In short, the plan is maintained as a "living document" in order to be an effective tool for the organization. Therefore, the data, conclusions and recommendations of the plan are updated annually to reflect changing needs, new data and actions previously taken.

The Strategic Facilities Master Plan update for 2008 incorporates the significant facilities decisions made by the Board of County Commissioners since the spring of 2005 as well as the evolving needs of County departments and community issues.

The Strategic Facilities Master Plan is an analysis and policy guideline for the effective use and orderly acquisition and development of County facility and land assets. The SFMP supports and perpetuates the strategic business plans for each department as well as for the organization overall. The SFMP serves as a tool for prioritizing needs and establishing short-term and long-term strategic decisions. The Strategic Facilities Master Plan is kept accurate and timely through annual updates done in conjunction with the Capital Improvements Program process. The SFMP is also an ongoing, flexible, planning and decision-making tool for the Facilities Department and the organization.
